Council closed both public hearings and voted 9-0 on every recorded motion, including adopting the CDBG plan amendments and enacting the LUMO omnibus text amendment after adding a floor amendment tied to a staff summary document from the January 7 work session. It also approved the amended consent agenda 9-0, covering the Valentine settlement, the interim Town Attorney's employment contract, 2026 committee liaison assignments, four sets of fall 2025 minutes, continuing the 860 Weaver Dairy Road rezoning hearing, and a sole-source purchase of six Rectangular Rapid Flashing Beacons for MLK Jr. Boulevard and Estes Drive.

Mayor Anderson proclaimed January as Mentor Month, inviting representatives from three mentoring programs to the podium. During public comment, Rose Baragwanath and Tim Crothers raised concerns about the Glen Lennox development, including tree loss and effects on the surrounding neighborhood. On the CDBG hearing, Council Member Ryan asked about moving Hope renovations to local funding, and Affordable Housing Manager Emily Holt said the project would draw on the town's Affordable Housing program, with the Town Manager authorized to approve up to $100,000. On the LUMO amendment, Council Member Ryan backed the package as a step toward the town's Complete Community goals but flagged concern that allowing 5,000-square-foot duplexes could encourage larger, less affordable homes.
