What's on this agenda

Chapel Hill's economic development department gives council an update on its work plan and strategic initiatives. Planning staff separately ask council to weigh in on two matters: a set of proposed "key interests" meant to guide the ongoing rewrite of the town's Land Use Management Ordinance (LUMO), and how much residential density the town should plan for in its Southern Extraterritorial Jurisdiction, an area south of town where Chapel Hill holds land-use authority. Economic Development Director David Putnam introduced his department team and reviewed its five focus areas, from strengthening downtown and the innovation corridor to workforce partnerships and programs like Launch Local. Council members pushed for a refreshed economic development strategy that reflects post-pandemic conditions, and staff agreed to fold that feedback into a new planning effort.

Long-Range Planning Manager Tas Lagoo then presented five proposed "key interests" for the LUMO rewrite - housing, economic development, sustainability, public realm, and process and ease of use - and council affirmed a revised version of that framework after discussion. Citing time constraints, council put off the Southern ETJ planning update, including the sewer-extension report and OWASA's request, to a future meeting. None of the three items came to a vote, and the meeting adjourned at 9:31 p.m.
