The council adopted most of its agenda on a single consent vote, after pulling two items for separate handling: the campaign-contribution ordinance and the resolution on council size and the mayor's term. The contribution ordinance was deferred. The council then voted 8-1 to adopt the resolution of intent on council size and the mayor's term, scheduling an April 29 public hearing on the proposed charter amendments; Council Member Miller-Foushee cast the dissenting vote.

In discussion, the council voted unanimously to let the town manager approve individual affordable-housing grants up to $250,000 each, not to exceed $1.15 million total, from money the town received through the Hillmont development project. It opened, but did not close, a public hearing on the draft 2026-27 CDBG Annual Action Plan, which would direct $605,595 in new and reallocated federal funds to seven partner projects and one town program. It received a climate-action report noting the town is ahead of its emissions targets, then held a public hearing and voted unanimously to approve a parking-credit incentive agreement worth up to $280,000 over five years with Chapel Hill Ventures LLC for a downtown hotel expected to create 35 jobs. The council also re-appointed Susana Dancey and appointed Judith Miller to the Orange Water and Sewer Authority board, then went into closed session under G.S. 143-318.11(a)(6) before adjourning.

How the votes went

All recorded votes were unanimous except one. On the resolution of intent to consider changing council size and the mayor's term (item 10), a procedural motion to take the item up first passed unanimously, but the substantive motion to adopt R-5 and schedule an April 29 public hearing passed 8-1, with Council Member Miller-Foushee dissenting.
