Council cleared the Homestead Gardens affordable housing development on its consent agenda, approving development contracts and ground leases with Community Home Trust for the project's townhomes and Habitat for Humanity of Orange County for its duplexes. The same consent vote — unanimous, with Council Member Paris Miller-Foushee absent — enacted a nondiscrimination ordinance covering public accommodations and employment, barred left turns from North Street into the Rosemary parking deck, and awarded a $2,363,978.32 contract to Lanier Construction Company for the Fordham Boulevard sidepath between Cleland and Willow drives. It also approved a $62,614.28 sole-source purchase of surveying equipment, the town attorney's employment contract, the Human Services Funding Program's funding plan, and years of unfinished minutes dating to 2014. A resident speaking for neighbors on Cobb Terrace and North Street asked the council to honor a past agreement limiting cut-through traffic near the parking deck exit.

On campaign contribution limits, council members favored tying the cap to the Consumer Price Index alone, dropping voter registration from the formula, and told staff to draft an ordinance for September. A Complete Community briefing drew requests for clearer natural-resource maps and tools showing how zoning, stormwater and transportation plans connect. Council voted unanimously to continue its Land Use Management Ordinance discussion to June 22 instead of starting it that night. It closed the meeting for a personnel and property matter, then returned to open session and voted unanimously to extend the town's option on the Wallace Deck.
