During audience comment, Will Atherton, chair of the Orange County Schools Board of Education, thanked the town for partnering with the school system's Career Technical Education program. Commissioners then approved the consent agenda, 4-0, with commissioner Evelyn Lloyd absent: a Black History Month proclamation, four town-code ordinance amendments, a special event permit for the 2026 Orange County Senior Games archery competition, and a conditional construction contract award to Central Builders of Mebane for the Adron F. Thompson building addition and renovation. The board then adopted, 4-0, a resolution asking the state Local Government Commission to approve up to $8.5 million in utility revenue bonds for that project, to be repaid from water and sewer revenues rather than the town's tax base. Finance Director Dave McCole said Webster Bank offered the winning 20-year financing proposal, at 4.38% interest, with the final amount and financing terms subject to the board's approval at a later meeting.

Town Manager Eric Peterson told the board preliminary budget numbers were unavailable this year because of a financial-software conversion, and said the town faces a projected deficit of more than $800,000 for fiscal 2027. He said he intends to propose a budget with no tax rate increase, which will mean limiting new full-time positions and reviewing capital project timing. Budget Director Emily Bradford walked through the FY2027-33 capital improvement plan, and Human Resources Manager Haley Thore presented options for handling rising GLP-1 weight-loss-drug costs in the town's health plan; the board leaned toward a middle option adding an RxSave discount card, with final approval expected at the Feb. 23 work session. Commissioners also reviewed proposed changes to the nonprofit funding process, renaming it "Nonprofit Partnerships" and adopting Orange County's financial-reporting standards, and heard an update on town information-technology operations. The board went into closed session to discuss a property acquisition and the town's pending litigation, Corbinton Commons Association, Inc. v. McKee, then adjourned at 11:25 p.m.
