The Historic District Commission approved all four certificate-of-appropriateness applications on its agenda, each a binding decision on the owner rather than a landmark designation recommendation. Christine Roth won approval, 5-0, for a second-floor window replacement at 420 Calvin St. that had already gone in without a permit, on condition that the vinyl windows be replaced in-kind where feasible or with a compatible alternate material at staff's discretion. Dan Johnson's garage addition at 406 W. Margaret Lane was approved as submitted, 5-0, and Bridget Booher's rear addition and new dormers at 104 S. Hillsborough Ave. were approved as submitted, 4-0, after Vice Chair Hannah Peele recused herself over a conflict from having worked on the property before.

Joyanna Livingston and Brad Lessler received conditioned approval, 4-0, for porch and window changes at 108 N. Hillsborough Ave., with Peele again recused for a fixed opinion on the property. The commission required fiberglass replacement windows and directed the owners to pursue custom porch columns matching the originals before removing the existing ones. Members also approved the Dec. 3, 2025 minutes and written decisions, 5-0, and elected Peele vice chair, 5-0 with Peele abstaining.

  1. James (Jim) Tomberg, a next-door neighbor, supported the garage addition at 406 W. Margaret Lane and the renovation at 104 S. Hillsborough Ave., saying both fit the district's design standards.
