What's on this agenda

Orange County's Board of Adjustment holds a quasi-judicial hearing on a special use permit for a "Care Facility" at 1009 Hi Mar Lane. Jubilee Integrated Wellness, a farm-based mental health day program, already operates there on part of a 9.67-acre parcel under bona fide farm status. The permit would let the site get a fire inspection now denied to farm structures. That would open the way to state licensing. Licensing would let Jubilee bill insurers as a facility instead of an office practice, and take Medicaid patients, whom it cannot serve now.

The board also reviews its annual report and work plan for 2026.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Before the hearing, the board denied party standing to four neighbors, finding none had a legal interest in the property. Two of the rulings were unanimous; the other two passed 4-1, with Beth Bronson opposed both times. The board then approved the findings of fact and the proposed conditions unanimously. It adopted the standards examined by a 4-1 vote, then approved the permit unanimously. Any appeal must go to Orange County Superior Court within 30 days.

The board also approved its 2026 annual report and work plan unanimously.

How the votes went

The permit itself was approved unanimously, as were the findings of fact and the proposed conditions. Two rulings denying party standing to neighbors, and the motion adopting the standards, each carried 4-1 with the same member opposed.

  2. 6 SUP25-0016 — Care Facility at 1009 Hi Mar Lane
A special use permit for a care facility use on part of a 9.67-acre parcel where a farm-based mental health day program already operates. The permit allows a fire inspection previously refused because of the site's bona fide farm status, which in turn allows licensure and facility-based insurance billing, including Medicaid contracts the program cannot hold without a license. Access is from a private right-of-way onto Dairyland Road, with 164 estimated daily trips against an 800-trip threshold for a traffic study, and the site uses a private well and septic. Four neighbors sought party standing; the board denied each one.
Approved unanimously, with a 30-day appeal window
