The standing guidance is the substantive item, and the board had good reason to want it. At its June 2025 hearing on a cricket facility, nine neighbours signed up to be heard and not one was granted standing, so the case was decided with no opposing evidence before the board; afterwards a member moved that staff review the neighbourhood notices so residents told they may attend understand what taking part actually requires. Annual legal training with the county attorney, with a statement of standing guidance in it, is where that gets addressed.

The rules of procedure discussion covers attendance and tenure - the same pair of questions the transportation board took up the same month, and the same one behind Durham County removing an appointee for absences in May.
