What's on this agenda
The church that owns the Harvey's Chapel cemetery has told Orange County it will consider donating the site, on condition that it be permanently protected. The county's historic preservation commission heard that on December 10, alongside news that a grant will pay for expanding the trail network at Seven Mile Creek Preserve, including a spur trail letting hikers walk up to the cemetery and the site of the original church.
Staff want a high-quality interpretive sign at the cemetery and have arranged to meet a church leader about how to proceed. Members will hike the site late in the winter.

Meeting recap

Staff explained where this commission fits in state and federal review of projects that might damage historic property. Local preservation commissions are formally a consulting party in the state cultural resources review. Two proposed 5G towers in Chapel Hill neighborhoods were used as an illustration — both under 40 feet, neither near an identified cultural resource, so neither has what the state preservation office calls an adverse effect.
A bridge replacement on Hall's Mill Road, in front of the National Register-listed Faucette House, has been under discussion since 2016. Because the house and five acres are listed, the bridge was moved further away, which also eased a sharp curve on the east approach, and NCDOT will plant extensively to screen the road and bridge.
On the Dickerson Chapel project, walls and floors have been opened up so the engineer and architect could assess the worst deterioration. That work also turned up information about the original hewn timbers and details of the 1790 courthouse the building came from. It served as a Freedmen's School after 1866, run by Quakers from Philadelphia, before becoming Dickerson Chapel.
The commission's book project, running since 1999, is stuck on captions — citations and attributions have proved harder than expected, and the design team will not start on text until they are settled. Three members volunteered for a new subcommittee on the historical and cultural marker project. Staff also described a project to mark the achievements of Lawrence Vanhook at the Cedar Grove School baseball field, drawing on his family's photographs and memorabilia.
An Occaneechi Village volunteer workday was set for December 14, continuing repair work since tropical storm Chantal.
How the votes went
Two motions, both carried: approving the October 22 minutes (Lewald/Deetz) and approving the 2026 meeting calendar (Deetz/Whisnant). Adjournment moved by Whisnant at 8:02 p.m.
