What's on this agenda
Orange County's transit tax district recommends cutting its FY27 revenue projection from $13.3 million to $11.845 million, after an unexpected drop in FY25 sales tax rules out an earlier $12.2 million estimate. FY24 had finished above $11.5 million.
Given layoffs, slower growth and mixed indicators, the tax district also recommends holding FY27 revenue flat rather than applying the 3 percent growth assumption it has been using, with a 2 percent increase for FY28 and the existing baseline for later years. It plans to revisit the figure in January or February, once several months of Article 43 sales tax data are in.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The transit tax district recommended cutting its FY27 revenue projection from $13.3 million to $11.845 million, in line with the current adopted budget, after an unexpected drop in FY25 sales tax. Citing layoffs, slower growth and mixed economic signals, it also proposed holding FY27 revenue flat rather than the 3 percent growth assumption used before, with a 2 percent increase for FY28 and the existing baseline beyond, and said it will revisit the figure in January or February. It is also comparing forecasting methods: draft projections from NC State's Institute for Transportation Research and Education show higher growth for Orange County than local data supports, so it will question the methodology and bring the draft back to this group to decide whether to keep the current assumptions or switch.
The district finished FY25 above its adopted budget anyway, on investment earnings: it made more than $1 million in interest investing at nearly 5 percent, bringing total revenue to $13.6 million despite a $400,000 fall in Article 43 sales tax. It is working with the state Department of Revenue to establish why sales tax came in low, including one month that posted negative because of refunds, and with the DMV to verify registration tax amounts. GoTriangle and the tax district underspent on staffing, technology, legal and real estate, returning about $603,000 to fund balance.
One governance point surfaced: the tax district's finances appear as separate funds inside GoTriangle's audit but get no standalone audit of their own. The Triangle West planning organization suggested producing a separate financial document for clearer public communication, and the tax district said it was open to that if all three counties fund the extra cost.
GoTriangle reported October ridership on routes 400 and 405 up about 10 percent year over year after adding mid-day service, and is procuring construction for bus stop improvements at East Town on 15-501, expected to start in early 2026.
How the votes went
Six unanimous 10-0 votes: postponing a bylaws amendment to December so members get the required seven days' written notice, removing a reimbursement request from the agenda, approving the August and September minutes, postponing the October minutes for further corrections, and adjourning.

2 Bylaws amendment and agenda adjustmentsProcedural TransitA proposed bylaws amendment requires the affirmative vote of all eligible voting members and seven days' written notice. Because notice had not been given within that window, the item was postponed to December. The chair said he would likely not call the subcommittee until the tax district could join it formally.Postponed 10-0

4.a.iv Public Engagement and CommunicationsThe Triangle West planning organization promoted an annual regional safety summit on November 20 at the Chapel Hill Library. GoTriangle reported regaining two routes previously run by Raleigh, with improvements at the regional transit center benefiting Orange County riders on routes 800, 400 and 405.

4.b.i FY25 Orange Transit Program Financial UpdatePreliminary unaudited FY25 results. Sales tax came in low, including one month posting negative because of refunds, and the district is checking with the state Department of Revenue and the DMV. Interest earnings above $1 million at nearly 5 percent brought total revenue to $13.6 million despite a $400,000 drop in Article 43 sales tax, finishing above the adopted budget. Underspending on staffing, technology, legal and real estate returned about $603,000 to fund balance. The tax district's finances sit inside GoTriangle's audit without a standalone audit; a separate public financial document was suggested, subject to all three counties funding it.

4.b.ii Orange Transit Work Plan Revenue AssumptionsThe FY27 revenue assumption drops from $13.3 million to $11.845 million to match the current adopted budget, after the FY25 decline. Given economic uncertainty, the district recommends holding FY27 flat rather than assuming 3 percent growth, with 2 percent for FY28 and the existing baseline beyond, and will revisit in January or February. It is also comparing draft projections from NC State's transportation research institute, which show growth for Orange County that local data does not support.

5 Project Sponsor UpdatesChapel Hill is updating its 2022 short range transit plan, never fully implemented because of COVID, and reported higher September ridership. GoTriangle is procuring construction for bus stop improvements at East Town on 15-501, expected to start in early 2026, and reported October ridership on routes 400 and 405 up about 10 percent year over year after adding mid-day service. Orange County has selected a vendor for scheduling software and is finalizing the contract. Third-quarter amendments were due November 28.
