What's on this agenda

Orange County's parks and recreation council spent most of February 4 planning a joint meeting with the Orange Unified Transportation Board set for March 11. That meeting did not happen: the Bicycle and Pedestrian Plan was still stalled awaiting a state transportation department contract amendment, and the joint session was eventually held on June 3.

The council also worked through its own vacancies, terms expiring, and a Trails Plan update.

Meeting recap

What happened, drawn from the records published after the meeting.

Orange County's planning board reelected Lamar Proctor as chair and Chris Johnston as vice chair for 2026, both unanimous, on February 4. It then unanimously recommended approval of the watershed boundary amendment, moving about 4 acres of a 19.4-acre unaddressed parcel off Dodson's Crossroads from the University Lake protected watershed into the Jordan Lake unprotected watershed.

Staff said a surveyor, not the property owner, first found that the mapped boundary did not match the actual ridge line, and that the state Environmental Management Commission has already accepted the corrected line. A board member asked whether the change would let the owner build more densely; staff said the parcel could support four lots either way. No members of the public attended, though staff said they fielded phone questions beforehand. The board also approved its December 3 minutes.
