What's on this agenda
Orange County's tax assessment work group met virtually on April 13 to review the Tanner valuation report, take a status report on contract negotiations, and look at property tax reform recommendations coming out of the General Assembly.
The state work matters directly to the county. A House select committee on property taxes was proposing a constitutional amendment, which commissioners cited weeks later as a reason to make sure this year's budget genuinely met the county's needs, since future flexibility would be narrower.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Orange County's tax assessment work group met April 13 and heard from Tanner Valuation on its review of 173 neighborhoods with weak sales data. The review cut assessed values on 2,763 properties by $98.8 million. Combined with formal and informal appeals, the county's tax base fell $458.6 million, or 1.47%.
The group's contract with GAR Associates for a full review of the assessment process remains under legal review, with approval expected April 21 or May 5. Commissioner Marilyn Carter said a House committee may send voters a constitutional amendment limiting county tax levy increases, while the Senate is weighing separate rate limits privately. Hudson Vaughan of the NC Housing Coalition urged the group to strengthen the Homestead Exclusion and Circuit Breaker programs instead.
