Agenda document Minutes Watch Meeting recap
What's on this agenda
Orange County's tax assessment work group heard two things on February 9: research findings gathered from the community, presented by the group's representative from the NC Housing Coalition, and a report from the chair of the board of equalization and review.
Putting those two next to each other is the point of this group. One side is what residents say about how assessment feels; the other is what the appeals board actually decides.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Orange County's tax assessment work group heard an unfinished presentation on February 9 from Hudson Vaughan of the North Carolina Housing Coalition on inequity in the 2025 revaluation, covering land valuation problems and what he called vertical regressivity between properties within the same neighborhood. He plans to return with the rest of the presentation, including strategies to improve equity.
Leon Meyers, chair of the Board of Equalization and Review, walked the group through how that board prepares for a revaluation and handles appeals, along with process changes under consideration. The group approved its January 12 minutes and set its next two meetings, including a March 9 session to review and score responses to its tax assessment study RFP.
How the votes went
