What's on this agenda

Wake County commissioners held two public hearings on October 20, 2025 to amend the county's Unified Development Ordinance, one covering subdivisions and land use and the other watershed protection. The board adopted both development ordinance amendments unanimously, each on two motions, and nobody came forward at either public hearing.

OA-04-25 covers subdivisions and land use, including the definitions of family care homes, group homes and youth care homes. Planner Terry Nolan told the board there are three care homes in unincorporated Wake County and about 90 countywide. Asked about age, staff said the ordinance sets no limit and the state's requirements govern, with residents of youth care homes up to 18, and that youth care homes are permanent residences. Planning director Tim Maloney said the number of developers affected by the special use permit requirement is minimal. OA-05-25 amends the watershed protection sections, and Nolan told Commissioner Stallings there are no negative environmental impacts. The Planning Board's vice chair, Ted Van Dyke, said his board supported both unanimously.

The consent agenda carried 13 items in one vote: annexing a piece of county land into Holly Springs, leasing part of William B. Umstead State Park for dual-use trails, the construction award for Kellam Wyatt County Park, more money for Bridge to Home, a multi-year firearm evidence examination contract with LeadsOnline, two continuation years of Governor's Highway Safety Program grants, quarterly capital adjustments, school capital reallocations, and additional emergency medical services posts to meet rising demand.

Three people signed up to speak and one addressed the board, saying a commissioner had misrepresented the 286 East project and asking the board to stand up for the I-40 zoning. The board made five appointments to the Wake County Housing Authority on Commissioner Jackson's recommendations.

Every recorded vote was 7-0 with all members present: the agenda, the consent agenda, and each of the two motions on OA-04-25 and on OA-05-25. The first pair was moved by Vice-Chair Mial and seconded by Commissioner Thomas, the second by Commissioner Jackson and seconded by Thomas.
