The commission's only substantive business September 1 is a staff briefing on two of the five goals guiding Chapel Hill's rewrite of its development rules, the Land Use Management Ordinance (LUMO): housing diversity and affordability, and environmental resilience. On housing, staff will walk through trade-offs in the draft — bigger by-right density bonuses for projects that include affordable units, size limits and parking caps on new "missing middle" housing (duplexes through 12-unit buildings), and higher allowed density near greenways and transit streets. On environment, the draft keeps Chapel Hill's stream buffers intact, adds new lighting limits near stream buffers, changes how floor area is calculated so buffered lots aren't penalized twice, and tightens stormwater and tree-canopy rules for larger residential projects. This continues a discussion the commission started August 18, when staff covered the LUMO's other three goals.
