All right. Good evening. So, [laughter] we're going to start tonight's meeting by nominating a chair. Um so, you'll see tonight uh the chair tonight could not make it. So, and we do not have a vice chair either here tonight. So, as a board, um I would like for you guys to nominate a chair just to run the meeting for tonight. So, um go ahead and

So I think we'll go ahead with introduction. So Angela, if you'd like to start off with some introductions.

Sure. Good evening. Um,

good evening.

We have two new staff people that have joined our park planning team. um they both joined us on January 5th and this is the first meeting that since that time that we've got an agenda item to present so figured it would be best for them to come at a time not just to say hello but also to see a little bit about what our business activities are here when we come to the advisory board. So um our first new staff member is Shua Nanuker. Um, for some of you who have been on the board for a while, um, you would have known her as being a part of the firm that presented our master plan, um, with us in 2023. And so, um, she comes to us from, uh, private consulting, is a landscape architect. I will let her tell you a little bit more about herself in a minute, but I'll do the other introduction. Uh, we had Laya Co join us. Um she was working at Wake County as a planner, has a planning background, um got her AICP at the end of last year and um is added to our team. So we're now a park planning team of four. Um so I will let them come up and tell you anything more about themselves they want to share.

Good evening everybody. Glad to be here. Uh my name is Shua Naneker. I'm

landscape architect and I will be the new perks planning manager as Angela said. Um I've been in the uh area for 23 years. I have a background in architecture and a masters in landscape architecture and have been in the profession for close to 18 years now um in academia in the private side and I'm now on the public side of things. So glad to be here.

Um I'm Laya Co. Um, I got my planning degree from ECU under their community and regional planning program. Yeah, go Pirates. That's good. That's good. Um, I got that in 2022 and then I worked um for Wake County under their current planning um department and now I'm here and I'm very very excited to work with you guys. So, thank you.

All right. So, we're going to discuss our vacancy as the vice chair. I have a small presentation for each for you [snorts] guys to All right. So, the purpose for today's meeting uh for me being here today is provide you an update on uh the board's vacancies as well as um I wanted to go over the attendance policy. Just make sure everybody's aware of that. moving forward. And we also need to nominate a vice chair um position as well. Um I'm also going to outline the next steps for filling the partial term that um is available now as well. Okay. So currently the board here's the board status. Um we have one vacancy u which was Michael Caner's term. Um and so uh we do need to fill his term and that will be as a partial term. Um, we do have a vice chair open position. So, that will be a current position that will run through 2026.

Um, when we fill the vacancy, this will be a partial term, like I said, which will fill Michael Caner's term um and expiring 6:30 of 2027. And I'll explain how that works in just a minute. Um, just just to note, Michael Caner served in those dual roles. So, he was a board member and a vice chair. So those are the two um uh positions that we do need to fill. So a little bit about the attendance policy. Um I just want to mention this and how crucial and important it is to attend um meet most meetings if you can. Um as part of the resident advisory board policy um uh the attendance chapter sections one through nine. I've outlined here. Um uh so you could see if you miss three consecutive meetings that is an automatic removal. Um if you miss 25% which is three or four more uh three or four within a 12-month period um that is subject to removal as well. These uh attendance records um the report is provided to town council quarterly. Um the next one will go out in April. So that will show January, February and March. So, the first quarter um and they will then um that's reported out on how many missed meetings and then that will determine council will determine um if [snorts] it's subject for removal or if it's an unexcused absence. If you do need to be absent, um a notification is required. Please let um three um people know, the chair, the uh professional staff, which which is either um Lisa and or Craig, if either one is fine, and the clerk's office, so Allan or myself. We ask that you notify all three in case someone's not here, someone doesn't get the email, it goes in their junk, at least someone will get the message that you're not here. Um, this helps us set up where if uh, for example, Nick, if you're not here, you

know, I just won't place out his name badge, you know, or his name plate. So, it just helps me or the clerk's office um, know in advance on who's going to be here and who's not. Um, at least try 48 hours in advance if you happen some unexpected happen um, five minutes before the meeting, 10 minutes from, you know, send a quick text if you can or email is perfectly fine too. Um I just covered the reporting. Um I just wanted to cover this how uh important it is to attend meetings um because it is subject for removal. So we will get now first off is are there any questions before we move forward with any type of actions and motions? Good. Okay. [snorts] Um so the required action tonight is to nominate a vice chair. um from one of the current board members today. Um so you guys will nominate a person to vote, a person for a vice chair. If there are more than one nominations, we will go by a ballot uh system. Um but if not, then uh the person you select can um not be nominated. So would you like to go ahead and start? open the nominations. We go ahead and uh do that. So, I will open it up to the board now for um nominations.

Perfect. So, Lisa, so what we what will happen is we will put this on the consent agenda um for mayor and uh council to take action on the March 10th, 2026 meeting. So, uh we just selected the vice chair and so now how are we going to um fill the vacancy the the term? So with the applications that have already been submitted, you know, within the past year, we will take those applications and submit those to the town council, mayor and town council. And so, um, they will select one from that, uh, one from the list, um, with their applications, um, to fill in Michael Caner's vacancy. Um, that person will fill his term. So it will be a partial term which is through 20 I believe it's 6 6:30 2027 is the expiration date or the term date

and that's taking from um previous applicants it's not accepting new

right it's all um existing applications from the past year I would um pull those from and so I will take the nomination from tonight um I will put that on the consent agenda and then we will take those applications for the vacancy because it's two actions and put that on the consent agenda to March 10th. So after that um you will hear back from me on uh what the action was what action was taken so you guys know how to move forward with that. Okay.

I have a question. Do you know how many applications we have?

I currently do not off the top of my head. Um again because I'm taking from the the full year. Um, so I currently

don't exactly know the exact amount, but I can get that to you though. I can get that for all of you if you'd like.

I feel like there were what, five or six. I remember reading.

And there was another application um for parks and recck that did come in, I want to say within the last week. Um,

and that was the second part of my question. So, folks who wish to apply may still apply at this point. It's rolling, correct?

okay, that's that was my Yeah, that if if it could be somebody that applies now.

Um, interesting day today for that. But,

so, um, other than that, we're working through budget. I mean, it's budget time and it's a pretty uh it's it's a lot of work that goes into it. And so, uh we are also going through our workplace checkup survey information. And so, we're we're going through how we're going to our action steps, what'll be next for us and how we address any of the concerns or opportunities is what I would call them, uh to be better um as a department and as an organization. Um so everybody in the organization is working through that right now too. So um those are really the big things that are happening. Uh we got a lot of projects going on still and we've had our last

budget meeting they did a CIP kind of workshop. So we kind of nailed down where where we would like to head with that today. Um I'll be able to share that at another time. Um but yeah, pretty much the gist for me. Yes, ma'am.

Craig, I have a question. As far as you know, is tonsil still um on pace to finish up at the end of August?

To my knowledge, it's on pace.

And so, we should potentially get that parking lot back about that time if if all things happen as we would hope.

If all things happen the way we would hope that they would, I would hope that the parking lot would be available.

I would wanted to know um an update on the opening of the restrooms at Seymour.

Nope. At Seymour athletic um fields.

This happened three weeks ago.

The water line busted.

Um that is in the hands of facilities right now. they just uh lost their manager that was overseeing all of our projects and facilities. Um he went to be the director in Morsville. So they've got some turnover happening right now and we do not have a contract in place for the repair of that uh restroom yet. So that is on the top of my priority list to be handled. We actually talked about it today in one of our meetings. Um, so that's a conversation, another conversation that I'll have to have with uh John Mullis, the director of public works. So about who's actually going to take over that role. Um, because it's already been three weeks. So,

I have no timeline on when it will be repaired. I know that was your next question.

And and when they actually start

repairing it, it will be a little while because they have to go into the wall of the restroom. So, everybody that doesn't know what happened, one of the water lines froze um in the restroom, busted, and so now we got to go into the wall and repair the water line

during one of the ice events over the weekends. Yeah. [clears throat]

Yep, there's three Porto Johns there currently. It just for some reason, I don't know if it's related at all, but the the rest of the park area is looking like no one is there. Like, it's getting pretty uh dirty. um which is you know I don't think it's related to the restrooms but around the portagon in the grass area in the shelters you're

talking about general trash or you talking about

just general

the mowing is still good um it's it you know doesn't need to be mowed right now um but for some reason it's just looking a little extra worn down. Um but it may have to do with the turnover of staff. That may be why

that. So, I'll tell you this. None of the facilities piece doesn't touch that that area. That's us. So,

Moving on to chairman's report. We don't have anything. Any public comment? Does not look like it. Uh, no old business and moving on to new business. We've have uh discussion and two possible motions about um making amendments to our transportation plan.

Thank you. Wonderful. Candace knows I like to see it. Thank you. All right. Good evening. Uh we have two new business items um just to get you acclimated to start them. Um one is uh they're both transportation plan amendments. The first is going to be near and adjacent to the estates at Olive Chapel and the um second it relates to um realigning the greenway um at Big Branch due to a new project that's coming on online. So the first is um a proposed amendment to the transportation plan that would include adding greenway within the uh states at Olive Chapel project. You saw this project previously as the Lawrence property resoning. Um, the proposed greenway runs east to west along the northwest corner of the approved subdivision and would provide bicycle and pedestrian connection from the interior of the estates at Olive Chapel subdivision um west to the intersection with the proposed extension of Deer Creek Greenway corridor. So, um this is

Deer Creek Greenway here. Um this section has been built north. um they're proposing to extend within their project um to the boundary line and then um we'd add this corridor connection all the way to Deer Creek. Um because this is a uh basically the while we had already reviewed the estate at Olive Chapel's greenway request and had proposed this um because it's new greenway that's impacting properties um it needs to be put on the transportation plan amendment. So now that that project was approved with the um proposal that they would provide that connection within their project. Now, we're going to make the entire plan show um so when future development happens on that parcel to the west that it would um be required to provide the greenway connection. Uh if you remember the estates at all Chapel was going to provide an easement because there wasn't greenway for them to connect to at this point. So, um they would dedicate an easement with their project. Um, and then we would wait for the next property to develop and either have them build all of that whole section with their project. So, they would do on-site and off-site or if at some point we're ready to build that connection prior to that um for whatever reason, then the town would um secure the additional easement and then we would build that as a new project um as probably a capital project. So um uh the the current project within the estates of all of Chapel again would provide a 20- foot easement and um this proposal is just to add this entire connection from the extension of Aderond Way to the Deer Creek Greenway. So, um staff is recommending approval of that and what we would need is a motion to add that proposed greenway connection um from the Estates of Olive Chapel to the Deer Creek Greenway corridor.

That additional corridor is just so that it could be ready for the connection of the Estates of Olive Chapel.

Correct. So that they would have access to the Deer Creek Greenway in the future.

It's not creating a dead end. So the

Right. Yeah, it looks like that currently, but yeah, it's for future connection.

Yeah, because there's there is like Deer Creek extends all the way down to Olive Chapel Road and then to Side Path along Olive Chapel. Um there's Side Path on Transit Trail and then there's a greenway connection to the AT. That's up farther north here and that's Reedi Branch coming all the way west. So, we're just making the requirement for the next property to develop to include that connection from those neighborhoods to the main corridor.

And it's 20 ft.

Well, the easement is 20 ft.

Oh,

so that you have a 10-ft trail within a 20 foot wide. So, we have five foot shoulders.

I don't have the length from the culde-sac to the property line.

It seems small. assuming maybe 75 to 100 ft probably from the culde-sac.

I'll make a motion to approve the Lawrence property reszoning uh 24 CZ16 as proposed to make the um

uh you'd be

Yeah. proposing to add a greenway connection

um to change to make an amendment to the transportation plan to add the greenway connection that we're um recommending.

Yeah.

And you just say it that way. [laughter] Yes.

Any opposed? Great. Motion carries. All right. Uh the second is coming to you as a transportation plan amendment that um is related to the northern end of Big Branch Greenway. Uh this project uh is part of a feasibility study that has um the town has initiated that when the peakway opens um to the west of the extension of Tingen Road to Salem Street that the Tingen Road railroad crossing needs to close. Um that's an agreement of the Peakway project and CSX. And so while we had hoped to be able to have a pedestrian connection where Tingen Road extends currently to Salem Street, uh CSX did not support that. So uh we had funding um through our transportation department for a feasibility study to uh provide a pedestrian connection from the north end at James Street of the Beak Branch Greenway over to Salem Street. So that project um has gone through a lot of public engagement and uh presentation to town council and what is being proposed is a tunnel under uh the railroad. And so uh due to that recommendation of a future project that would include a tunnel, a potential tunnel under that would extend the greenway to Salem Street. Um there are several amendments that need to take place. Um, so we're going to list them as all individual items. Um, but you ultimately can make a recommendation to

support or accept all or none or or a portion of them. But, um, we do for a public hearing purposes going forward to planning board and town council, they will have to vote on sort of each one of these. Um, just so you know why it's so specific. Um, so the first thing is to add proposed side path. Um this goes um from James Street along the south side uh or the east side of Tingen Road, sorry. Um and so this goes from James Street north to where they have existing alignment of proposed side path that runs parallel to the railroad. Um, in addition, there would be at addition of proposed side path from Williams Street at the intersection with Salem all the way down to the intersection with where the greenway would come from the tunnel to Salem Street. Um, so there's addition of side path along the I guess I want to call the southeast side of Salem Street because it's South Salem. So I don't guess that's east the way that the roads here are named. We have South Salem and East Williams. Um and then the next piece would be to realign the greenway and relocate pedestrian crossing. So currently there's a pedestrian crossing of the railroad track on Tingen Road. Um but now it would be the tunnel under so the greenway at James Street does some switchbacks to get down to the grade to go under the railroad and then comes out to Salem Street. And then the fourth addition is to add proposed side path along the northwest side of South Salem Street um from where and where it's going to be sidewalk on one side where there'll be a crossing um to a line at what is now Tingen Road at the intersection. Um there'll be a traffic signal here at Justice Heights and South Salem. And so they people could cross

there to get to the side path that's being proposed. And then from that section, they would stay on the north side of South Salem, northwest side, um all the way to a line with side path that's already on the plan that pretty much goes to the um I think it's Brussels drive in that subdivision. So um those are the four amendments just sort of as a note so you can kind of see the the plan of the path. Um people would be coming up Tingen Road on side path which is part of the big branch greenway corridor cross James Street. There's will be a staircase andor a ramp down to the tunnel. They'd come out because of the grades. They're actually at grade under at Salem. Salem is much lower than the James Street side. They could take the side path into downtown. They could also cross at Tingen and Justice Heights come up. Ultimately, they could, if we build it, we would have the Southwalk greenway here that they could connect to, or they can come down and get onto the peakway and take the peakway side path up to Beaver Creek at JC Park. So, it's just completing our network and ensuring that we have a 10- foot wide corridor available to make all of those connections. Any questions?

Um, is the the part of Tingen north of James Street before you get to South Salem? Is that being removed? That will no longer be a road crossing.

It will no longer be a road crossing or a pedestrian crossing. So, the road and all that and that's where like you see the X's of the greenway,

right? is just

that's all being removed.

Um the side path that is running on the south side of the CSX

going up to East Williams, is that um is there going to be a new road

in though that so would that be within there?

That would be side path. Um but they they're calling as far as I know it's

just to provide connectivity. Um because there's a pedestrian crossing of East William Street that runs sort of along with the the new bridge that the railroad would go. So it would come over to that point and then connect down.

So is the side path within CSX right away?

It's at the very edge.

Okay.

Outer edge, but that's been on the plans. So that's not new.

Got it. Um I I don't take any issue with the proposed amendments. Um, I think if there's anything that we can offer, my only concern is the pedestrian crossing once you come out of the tunnel and you would be at grade with with um Salem Street that it would be really attractive to just go across um right at South Salem and connect into that future greenway that I think runs along the Raparian area. So just um there are tough sight lines where that would happen, but it's going to it's going to feel like the most convenient place to cross versus going up to the existing light where tingen now is no longer going to be and cross and then come back, you know,

right? And I the reason I think they propose that it comes from the fact that it will still have a signal there and so people will be crossing at a signalized intersection versus having like a midblock crossing that would then maybe have rapid flashing beacons and then have a traffic signal, you know, three or four car lengths ahead of

I agree it's the right thing to do. I just feel like culturally it's not going to be what people are going to do. So anything that that you all can put forward to make that as if it does happen in the future a safe crossing because you know people are going to right

how to do it.

Understood. We had a lot of because it seems like it aligns directly right

but the thing that just to note that we don't show here because it's not in design yet but the southwalk greenway at

that location at Salem is far below grade. And so to get from Salem down to the greenway in the beginning, although you could see a sign, you won't see the greenway because it will be 20 ft below the road. So, while unless you know you're going that way, um, and I think we were trying to guesstimate on how many users would be coming across the tunnel to go into downtown versus coming across the tunnel to to connect to the west

somewhat because if they're south of here and they're near the peakway, unless they're going to downtown, they would stay on the peakway versus coming around by the school, going through the tunnel and coming. So I think you know some of it's about providing the most connectivity

um and opportunities because again the design is a feasibility study and we have estimates of cost and it is a extremely expensive operation to tunnel under the railroad

the active railroad line

active railroad. Um and so while we needed to understand what we were giving up with the road um being removed and the connectivity, we do have sort of other reliefs of going closer to town one direction on side path or going the other direction and crossing at the peakway. And so there are three connection points that cross the railroad within, you know, two miles distance. And it's probably maybe a source of which one gets done first um and then whether or not we you know in the future come back and do the others but we need to have it on the plan and because the this plan was adopted um this is our way of addressing so that our transportation plan aligns with the planning tools that we have or the designs that we have in place.

Okay. Is the closing of that tingent area because of CX CSX's request? Is that why it's being closed? There was a requirement that we close that intersection to be able to put the

peakway over the railroad.

The bridge that's being built

the new the new peakway bridge.

So they're you know traditionally

make us close one

sometimes closed too but in this case we were fortunate enough and we thought we could get the pedestrian connection but there was no there was not that was not going to happen. it. So, we did the study.

So, there's enough foot traffic to warrant this expense.

So, um the two communities on both sides of Salem Street have historically been connected. Um, and there there is a lot of, you know, like back and forth between and and now even more so that the downtown is kind of becoming a a spot for a lot of people to travel to. Um, we have we have a a side path on James Street. There's the side path, you know, so we're like moving people to downtown. Um but in a sense the reason that we originally looked at trying to keep that pedestrian connection is um that the the two sides of in this area and Apex have historically been connected. Um they consider themselves even if they weren't developed at the same time the same community. And so it's sort of like Salem and the railroad split a neighborhood. Um and so we wanted to try to maintain that. Is it the ultimately when it comes to be do we fund that project? Does a town fund that project? That's a decision our council will have to weigh against all the other projects. And as Craig mentioned, we spent a lot of today figuring out how to cut a lot of funds to future, you know, five or six years out that we don't have available. So to put a I think it's been like six to seven million dollars is what they've talked about this for that

connection. We'd have to balance that against all the other projects that we're requesting in a transportation setting. So it might be a time when we're much more dense and have a greater need and there's limited ways to get across. So we've got a plan at least to how it could be done

whether or not it's

not in the budget at this point. So

I just have just one concern. Um, being a coach, being an athlete, I use [snorts] a lot of these greenways. I use a lot of these sidewalks and I'm I advocate for growth, of course, but I'm noticing that as we grow, um, for example, um, over the weekend, I took my whole family and we kind of walked all the greenways, walked a lot of sidewalks, and we counted 58 construction signs through all this building that are just laid in the on the sidewalks or just thrown into the grass. So, while I advocate and I love all the growth, I'm a little concerned that as we continue to grow, I'm seeing more and more um construction signs discarded or just thrown away so nobody's coming back after the build and kind of cleaning everything up, getting all the signs up. 58 I counted between Apex Friendship High School and downtown. Okay.

58 signs just to scared end. You can see when they come and mow, nobody picks them up. They just move them, move them, move them, move them. So, if we're building greenways and we're connecting everything, all those connections, I feel like they should be cleared up a little bit. Like, I have kids who are on bicycles and we've had to go around construction signs that were left after the build.

And and just so I'm sure I'm because there's we have different responsibilities for who maintains areas. So, if you were on side path and sidewalk from that area, even though

no, even though it's a 10- foot wide path, um, in a in a sense, and while we work

together, we're presenting this tonight for our transportation team because we share a transportation plan for bike, bicycle, and pedestrian. But if it's any of these purple lines on this map, that's a transportation public works responsibility. If it's the green dash lines or blue dash lines on our plans, then we maintain those. And so even though we have a corridor of shared like we're using side path to meet the needs of a greenway corridor um and we're going to the street ultimately and like all of those cases if it's along the street it's going to be maintained by public works. Um, and so I think, you know, we do inspections on the just to take that a step further, if you were talking about Little Beaver Creek Greenway, that's near those schools going west from the Friendship campuses, Friendship Station, Retreat at Friendship Station, the towns at the station all have greenway. Um, we are in several different stages of accepting and approving corridor out there. And so we do we we inspect them during the cycle of construction. We walk them for them to start warranty. They maintain it for a full year of warranty. Um and then after that we do another walk through, see how how it held up over the year, identify any concerns, and then after that we will do a end of warranty inspection. we'll accept it and then and then it's turned over and then we maintain it. Um and so, you know, while while I say sometimes we know we're clear and good, sometimes we're building greenways, they have to build them before 25% of the project gets its building permits. And if you have a thousand homes in a neighborhood, they have to build it by the time there's 250. And so there's 750 more homes before it will ever be like the neighborhood's still under

construction, but we might be maintaining it. And so sometimes those things are warnings that the edges are not done or the adjacent property is still being developed with streets and roads, but the greenway's completed to meet their requirement. So sometimes we're in that a little bit of it's we're ahead of it or we're behind it. And um but if we're taking over it, unless there's a reason why we want to see construction signs, um and I and I would only add that when we put signs up that say under construction, do not enter, there are 500 people that will walk right past it, say hello to us, wave,

have kids,

and and you know, and keep going. Um and we'd be like, there's a track hoe and an open pit and you know, and they'll be like, oh no, we'll be we'll be fine. We'll just walk around. So, um, so I think I don't want them left along the side. And if if it's in our rightway along the side or in, you know, like in the ditch, then then we need to either the developer if they're still managing their site or public works if it's not, we need to we should know that. And I would say that we have there is a place where you can put in all of our website sections for parks and wreck. you have a if you have an issue for greenways and then that goes into our city work system and the same for transportation

there's clarity on where the responsibility lies. Thank you for the clarity. I appreciate So, and I would say if you look on our map on the transportation plan map or bike ped map that's on the website um that we call the, you know, transportation or master plan map is if you can see that it's a solid purple line and you're like, I'm here. I can see that that's where that is, then that's a good guide for you to to be able to reference versus guessing like I think I'm pretty sure [clears throat] because it if they're built then they're solid. If they're not built, then they're dashed. So
