Durham's council adopts the 2025-26 budget and the 2026-31 capital improvement plan on 16 June. The same item raises every city pay plan by 1.45 percent — open range, step, fire and police — lifts part-time starting rates by the same, and widens the part-time step spreads from 3 to 5 percent. Six capital project ordinances go with it, covering general projects, water and wastewater, stormwater, solid waste, transit and the performing arts centre, alongside fee increases for solid waste, public works, and water and sewer.

Housing and homelessness run through the rest of the agenda: an operational assistance loan to the Durham Housing Authority, contracts with the North Carolina Coalition to End Homelessness, Housing for New Hope and Volunteers of America, and an update on the redevelopment of 505 W.
