The air permit resolution was added to the agenda at the start of the meeting and passed unanimously. It asks the North Carolina Department of Environmental Quality to deny UNC's application to modify its Title V permit, and directs that a copy go to the chancellor with a request that the university consider withdrawing it. UNC's cogeneration plant currently burns coal and natural gas; the modification would allow engineered pelletized fuel.

One resident spoke, asking that the school construction policy be discussion only that night so the public could comment on the revised recommendations. She argued that the attention on construction is out of proportion to problems such as absenteeism and special education, that the Chapel Hill High School project is millions over budget, and that the revised policy lacks the guardrails the public needs. She proposed a county inspector general, a public dashboard showing construction spending in real time, and a monthly public work group required to disclose spending and account balances.

Two consent items were pulled. On a property sale, the chair asked whether adjoining neighbours should be notified; the county attorney said it is not required but is permitted, and commissioners asked the manager to consider adding notification, posting it on the website, and possibly posting a sign the way zoning changes are advertised. The chair suggested such sales come as regular agenda items in future rather than on consent. Both pulled items then passed unanimously.
