What's on this agenda

Chatham County's Planning Board took three subdivisions on 5 August 2025, together more than 800 acres. Meadow Pointe is 40 lots on 201.90 acres off NC 87. Intrepid Reserve is 29 lots on 36.98 acres off US 15-501. Riverbend Estates at Laurel Ridge is 107 lots on 622.32 acres off Rock Rest Road and Old Graham Road. The final plat for Parks at Meadowview Phase 2A, 15 lots on 7.2 acres, rode on consent.

A member also asked the board to take up pausing development to reduce flood hazards, five weeks after Tropical Storm Chantal.

Meadow Pointe was recommended 8-1, with Smith opposed and Mayer abstaining. Neighbors off TC Justice Road said construction traffic was using their private road after the developer had promised it would not, asked for $1,200 to re-gravel it, and complained of a commercial mapping drone flying low over their houses more than 750 feet beyond the subdivision line. The developer's engineer said the old barn is past saving and will likely come down.

Intrepid Reserve was recommended 6-3, with Smith, Chiosso and Powers opposed and Mayer abstaining, after discussion of steep slopes, septic above a neighbor's pond, and stormwater ponds built for a 25-year storm in a county that has lately seen worse.

Riverbend Estates was tabled to September 7-2, with Andrews and Powers opposed and Mayer abstaining. The environmental review committee had found the environmental impact assessment incomplete, naming lot layout against conservation goals, sediment pollution to the Haw River, the historical significance of the site, and effects on species and habitat. The developer's revised assessment arrived long and late, and members wanted a month to read it.

Two things carried past this meeting. A member opened a working group on flooding, which produced the recommendations the board sent to the commissioners on 2 September. And Mayer explained his abstentions: the legislature revoked the county's authority over the development ordinance the county had spent years and money building, he considers the process illegitimate, and voting would endorse it.

Meadow Pointe recommended 8-1, Smith opposed, Mayer abstaining. Intrepid Reserve 6-3, Smith, Chiosso and Powers opposed, Mayer abstaining.
