Mary Roodkowsky was elected chair 7-0 and Clyde Frazier vice chair 7-0. The February minutes and agenda passed 7-0.
The chair set out the division that shaped the next four months of the board's work: it can edit its own rules of procedure and code of ethics, but the ordinance establishing it belongs to the commissioners, so the board can only recommend. The questions open were the timing of officer elections, the timing of terms, which the ordinance controls, and the annual report to the commissioners. The rules were adopted on 4 March and the ordinance amendments recommended on 6 May.
