The commissioners had not taken up the climate retreat at their 16 June meeting, and the committee spent its time on the retreat's new timing and what preparation it owed. The retreat moved from August to late September or October, which bought time for planning and speakers. The committee agreed to prepare by finding the gaps in the comprehensive plan and reading climate action plans from other regions.

The new advisory committee policy changes terms to run March through February, requires every member seeking reappointment to reapply, and leaves appointments to the commissioners. Town-appointed members may need formal appointment by their own boards.

On federal money, much is uncertain and many suits are pending, including a class action over environmental justice grants. Both the House and Senate budget plans would cut renewable energy credits by 2028, the Senate version with extra restrictions on eligibility. The county received a $218,610 renewable energy rebate from the Treasury after months of confusion about its status. The energy audit grant covering thirteen buildings is moving, with heavy federal paperwork.

A member demonstrated Geo Accounting, a tool from Urban 3 in Asheville that maps revenue and service cost in three dimensions by development type, and suggested the commissioners see it applied to a proposed 600-unit neighborhood and a megachurch.
