What's on this agenda

Holly Springs' town council spent most of its 30 September afternoon workshop on a possible transportation bond referendum in 2027 or 2028. Staff and Kimley-Horn were set to present candidate projects drawn from the comprehensive transportation plan, ranked by timing, cost, return on investment and expected improvement in traffic service. They would also give a debt affordability overview to show how much the town could borrow. The aim was to start picking priority areas, not to settle a project list.

The council was also to compare three concept plans by Bolten & Menk for the downtown festival street, a signature project in the Downtown Area Plan, and say which elements it valued. The last item covered the town's wastewater needs beyond 8 million gallons a day, the findings of a recent feasibility study, and a proposed framework for an interlocal agreement with Cary and Apex.
