What's on this agenda

Fuquay-Varina adopted its 2026-27 budget, and for the first time this year the board did not agree. Fourteen residents spoke against it, most about the Hilltop Needmore Town Park.

The board also authorised Wake County to collect its property taxes, awarded the South Park Community Center renovation, and heard that the police department has passed an external risk review.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The 2027 operating budget passed 4-1, ordinance N-26-17, with Commissioner Adcock opposed. It carries the budget ordinance, the fee schedule, the five-year operating and capital plan and the pay and classification schedule. Every other vote of the night was unanimous.

All fourteen public speakers opposed something in it. Ten spoke against the Hilltop Needmore Town Park; four more added the tax increase, Fire Station 5 and the water and wastewater rate rises.

Asked to break down the park's $10 million line, the town manager gave $2.5 million for two baseball fields at $1.25 million each, $2.5 million for the Armed Services Memorial, $2 million for dam repairs and $500,000 for soccer fields, with the rest held for design and contingency. Environmental assessments would fall to the design firm under its professional services agreement, where federal, state or local rules require them.

Commissioner Haynes said the budget funds the land for Fire Station 5 and defended the finance department, noting the town's triple-A bond rating. Mayor Pro-Tem Gardner said she wanted the park kept as intact as possible.

The board then authorised Wake County to levy and collect its property taxes for 2026-27, resolution 26-1985. The county's collection fee runs about 8 percent, roughly $400,000, against a 99.82 percent collection rate in 2025.

The 313 Raleigh Street rezoning hearing was opened and continued to 16 June at the petitioner's request. Edifice Construction was awarded construction-manager-at-risk services for the South Park Community Center renovation without discussion.

The police department presented the results of a North Carolina League of Municipalities risk review, its second since 2023. The reviewer found the department compliant with best practice. The chief said it is one of two agencies in the state holding CALEA and NCCALEA accreditation alongside the league review.

How the votes went

The 2027 budget was the only divided vote: adopted 4-1 on a motion by Mayor Pro-Tem Gardner seconded by Commissioner Smith, with Commissioner Adcock voting against. Everything else passed 5-0 — the May 19 minutes, the tabling of the 313 Raleigh Street rezoning, the five consent items together, the Wake County tax collection resolution, and the South Park Community Center contract.

From the published minutes.
