What's on this agenda

The board took up two voluntary annexations, a $433,900 contract for downtown pedestrian crossing improvements, and an agreement to buy 135 N Main Street, a building town staff already occupy. A four-item consent agenda carried a third annexation petition, a capital transfer for the downtown generational plan and a rail study, and a sediment control agreement with the state.

The Wade Nash Road annexation, 76 acres across four parcels, was listed to be tabled at the petitioner's request. The board also recognized four police officers for advanced state certification, and closed with a session on attorney-client and employment matters.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Every recorded vote passed 4-0. Commissioner Haynes was out of town.

Three residents of Long Lake Drive told the board that students from Willow Spring High School park in their neighborhood and cut through to reach the school, bringing noise, altercations, illegal parking and safety problems. One commissioner said he lives next door and had taken multiple calls about it. The assistant town manager and the police chief had met one of the residents earlier that day, and staff set out what the town had done so far. A fourth speaker thanked the board for resolving a construction and building condemnation matter on Longfellow Street.

The board adopted the Hilltop Road annexation as Ordinance N-26-11 and tabled the Wade Nash Road petition to June 16 at the petitioner's request. Nobody spoke at either hearing. It awarded the downtown pedestrian crossing contract to Hollins Construction Services and approved the purchase agreement for 135 N Main Street, which the mayor pro-tem supported on the grounds that staff already work there. The consent agenda passed as a block, setting an April 21 hearing on the Phelps West Road annexation. The manager reported that Duke Energy will upgrade street lighting between Judd Parkway and Main Street and add three lights on Lawrence Street and West Academy for under $2,000 a year, and that water supply partners are watching drought conditions with no restrictions in place. The board went into closed session at 8:16 pm, returned at 9:44 with nothing to report, and adjourned at 9:45.

How the votes went

Every recorded vote passed unanimously, 4-0, with one commissioner absent. The Hilltop Road annexation was adopted as Ordinance N-26-11, the Wade Nash Road petition was tabled to June 16, and the four-item consent agenda was approved as a block.

From the published minutes.
