The seat had been vacant since December, and the five speakers came for the same reason: to put a name in front of the board before it chose. They spoke one after another in support of the same candidate. The board made no comment on the appointment at this meeting and did not take it up until January 20, when it appointed someone else.

The Rogers Road case would have rezoned 11.57 acres from residential agricultural to a mix of research light industrial and corridor commercial conditional zoning. The applicant asked for it to be held, and the board tabled it to the next meeting without any discussion of the merits. It was adopted there as Ordinance N-26-03.

Everything else passed without argument. The Eden Trail annexation was adopted as Ordinance N-26-01. The consent agenda carried the budget development schedule for the coming fiscal year, a donation to the youth athletic scholarship fund, and budget and project ordinance amendments tied to water capacity work. There were no presentations, no items held over, nothing pulled from consent and no administrative reports.

Every vote was 4-0, taken with the fifth seat still empty.
