Commissioners cleared a 15-item consent agenda on a single 5-0 vote, including two appointments, interlocal hazardous-waste agreements with Cary and Pittsboro, a hazard mitigation plan, budget amendments, December tax refunds, a $139,974-a-year aerial-photography contract with Pictometry, and two zoning actions: a text amendment letting recreation facilities locate in Industrial Light districts, and a 66-acre rezoning at 3378 Christian Chapel Church Road for a recreation facility called the Pavilion at New Hope. The board also adopted a resolution marking the Haw River Trail's 20th anniversary and, added to the agenda that night, a resolution honoring International Holocaust Remembrance Day.

Five residents spoke during public comment, all urging the board to restrict AI data centers and cryptocurrency mining. Commissioners then voted to hold a special public hearing at 4 p.m. on February 11, 2026, to begin the process toward a moratorium; staff said the county has no active data-center applications, which simplifies the process, and estimated six to nine months would be needed to draft new rules. The board also heard budget and ARPA funding updates, then went into closed session to consult with the county attorney and took no action before adjourning.

  1. James Garbutt, who lives near Bynum, asked the board to pass a moratorium or ordinance on AI data centers and crypto-mining facilities, citing their water use, energy demand, waste and limited local jobs.
  2. Vickie Atkinson said she agreed with the previous speaker and urged the board to act quickly, citing a North Carolina Environmental Justice Network report on the hidden costs of data centers.
  3. John Wagner, of Pittsboro, opposed data centers in the county and asked commissioners to protect the Mitchum site and Sissipahaw Village near the Chicken Bridge, which he called an important Occaneechi cultural and archaeological site.
  4. Jeanne Ambrose, of Baldwin Township, raised concerns about light, noise, water and air pollution from data centers and asked the county to adopt zoning standards before any application is filed.
  5. Crystal Cavalier-Keck described opposing a 1,845-acre data-center project in Stokes County and cited research with Duke University that she said shows data centers are a financially risky foundation for rural tax bases.

All five speakers addressed a possible county moratorium on data centers and crypto-mining facilities, raising concerns about water and energy use, waste, and long-term financial risk to the county.
