Four applicants introduced themselves. Two more seats come open on 30 June, and the downtown director said all applicants are eligible for either.

Open discussion produced the meeting's only vote, and it was not on the agenda. A member told the board that the vice chair wants to open a body art studio at his retail location downtown, which the development ordinance does not currently allow, and asked what the board could do. Staff explained a text amendment can be initiated by the applicant at a cost of a few thousand dollars, or by town staff or the commissioners, and that the board could recommend the commissioners initiate one. The vice chair recused himself and the board voted 8-0 to recommend a text amendment allowing a body art studio. The economic vitality committee took the same subject up on 26 March, moved to recommend it with a 500-foot radius condition, and withdrew the motion without voting.

Committee reports covered eighteen proposals received for a marketing consultant, work on form-based codes and alleyway improvements, greenway and trail connections downtown, and mapping existing and future public art. Staff reported an Arbor Day ribbon cutting on 21 March with donated dogwoods at the historic courthouse, the downtown property study at 60 percent with a presentation to the county and town boards at the April budget retreat, and a brick crosswalk approved at Hillsboro and Salisbury.
