What's on this agenda

Commissioners hold a public hearing on annexing 1210 Phelps West Road for Phelps West Farms LLC, and take first readings — no final vote yet — on two rezonings (708 S Fuquay Avenue, and a combined 501 North Street/904 Ransdell Road parcel) plus three town code amendments covering the Land Development Ordinance, the 2040 Community Vision Land Use Plan, and the 2040 Comprehensive Transportation Plan.

The consent agenda adds a second annexation petition on Johnson Pond Road, a recreation fee-in-lieu payment for the Randall Farms subdivision, and budget amendments funding the South Park Community Center renovation and reimbursing the police department for an insurance claim. Staff will also brief the board on a proposed parking-fee increase and ask it to adopt a water shortage response plan resolution.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Commissioners adopted the annexation ordinance for 1210 Phelps West Road on a 5-0 vote. Phelps West Farms LLC had petitioned to bring the 7.7-acre tract into town limits, and no one spoke for or against it at the public hearing. The board also passed the full consent agenda 5-0: a second annexation petition on Johnson Pond Road, a $511,707 recreation fee-in-lieu for the Randall Farms subdivision, and budget amendments for the South Park Community Center renovation and a police insurance claim. It adopted the parking violation ordinance, setting a uniform $30 fine, and the water shortage response plan resolution, which starts Stage I restrictions at midnight on April 24. Two rezonings, at 708 S Fuquay Avenue and at 501 North Street and 904 Ransdell Road, along with three town code amendments, got first readings with no vote taken.

The board also went into closed session under attorney-client, contract-negotiation and personnel exemptions, then returned to open session and voted 5-0 to extend the town manager's contract through the 2026-27 fiscal year, adding a 3% cost-of-living increase, a 3% merit increase and a $15,000 bonus. During public comment, Jen Munchick of 831 Long Lake Drive and Beth Rochow of 350 Lake Lure Way asked the board to keep addressing parking, noise and disruption from Willow Springs High School students. Mayor Harris said the town is still working toward a solution but has not decided on an ordinance.

How the votes went

Every recorded vote passed 5-0: the Phelps West Farms annexation ordinance, the full consent agenda, the parking fee ordinance, the water shortage resolution, the motion to enter closed session, and the manager's contract extension. The two rezonings and three code amendments got first readings with no vote recorded.

From the published minutes.
