What's on this agenda

Chapel Hill's council takes up two rezonings and opens a hearing on a broad rewrite of its development rules. One rezoning would allow a 19-acre multifamily project with affordable units at 115 Chapel Point Road; the other would allow 34 to 76 townhomes at 5640 Old Chapel Hill Road. The council also opens a hearing on an omnibus text amendment that would loosen lot-size, parking and site-plan-review rules under the Land Use Management Ordinance, with a plan to continue it to November 19.

The consent agenda includes a Transit Fund budget amendment for two buses, a roof-replacement contract for the Public Works campus, a stream-restoration grant request for the Glen Lennox neighborhood, an update to the town's Percent for Art program, an interlocal agreement with OWASA on service-extension studies, and a change to the council's own procedures manual. The council closed hearings on both rezonings. It adopted a 19-acre multifamily rezoning at 115 Chapel Point Road, unanimously approving the required consistency resolution; a motion to enact the rezoning ordinance as amended failed for lack of a second, so the council enacted the ordinance without that amendment, 7-1, with Council Member Camille Berry dissenting. It also unanimously rezoned 5640 Old Chapel Hill Road for a townhome project of 34 to 76 units. A hearing on the broader rewrite of the development ordinance, which would loosen lot-size, parking and site-plan-review rules, drew five speakers and was continued to November 19.

On its consent agenda, the council pulled two items for separate votes and approved the rest 7-1, with Council Member Elizabeth Sharp again dissenting. It deferred the Glen Lennox stream-restoration grant request and a Council Procedures Manual amendment to November 12, and adopted the rest, including the Transit Fund budget amendment, the Public Works roof-replacement contract, the Percent for Art updates, and the OWASA service-extension agreement. The council reviewed applications for its vacant seat but made no nominations, continuing that item to November 12 as well. One resident, Craig Nishimoto, asked the council during public comment to enforce the Tree Protection Ordinance at the Hillmont development.

How the votes went

The council approved the Consent Agenda 7-1, with Council Member Elizabeth Sharp dissenting, after pulling two items for separate action. On the 115 Chapel Point Road rezoning, it adopted the consistency resolution unanimously; a motion to enact the rezoning ordinance as amended failed for lack of a second, and the council then enacted the ordinance unamended, 7-1, with Council Member Camille Berry dissenting. The 5640 Old Chapel Hill Road rezoning passed both required votes unanimously. The land use ordinance rewrite drew no vote; the council continued that hearing to November 19.

  5. John Rees, a resident, said Chapel Hill needs more housing options and pointed to existing duplexes and multiplexes in town.
  6. Renuka Soll, a resident, said the changes would reduce public input and could hurt community decision-making and design standards.
  7. Geoff Green, a Planning Commission member speaking as a resident, said the town should remove barriers to housing and align rules for duplexes and single-family homes.
