The schedule slipped and the group compressed the public's share of it. The 2027 work programme was meant to be adopted a year earlier. On 18 March the group agreed to release the draft for a 21-day public review rather than the usual 30, explicitly because the schedule had been consolidated. The draft went out on 1 April with a news release, comment closed on 21 April, and the group adopted it the next day.

A shortened comment period on the document that decides a year of transit spending is the sort of trade-off worth recording: the county gained three weeks of schedule and the public lost nine days to respond.

From here the programme went to the county commissioners for a hearing and action on 5 May and to the regional transit board on 17 June. The financial figures presented exclude a staffing study.
