The minutes item is the tell. A status report on minutes for the whole financial year, brought as its own agenda item, is a body acknowledging its record is behind - and three months later, on 19 August, the group approved nine sets at once going back to 31 October 2025. Minutes are how anyone outside the room learns what was decided about transit tax money across four towns and the county, so a year of them outstanding is a year that was not readable at the time.

The group also cancelled its June meeting, which continues a pattern from May 2025 when it cancelled June and July in favour of a long September work session and proposed moving to quarterly sittings.

The substantive items are next year's global capital and operating agreements, proposed to stay consistent with this year's, an updated financial model, project agreement groupings, and revised financial policies and procedures for the group itself.
