The staff working group spent most of its time on the fiscal year 2026 fourth-quarter work plan amendments and the annual work plan that follows them. No public comment had reached Orange County's point of contact during the 21-day comment period, shortened from the usual 30 days to meet a deadline for the county commissioners. A staffing study included in the public comment draft was left out of the Q4 amendments themselves, and members put administrator funding for the working group on the next meeting's agenda after comparing Orange's arrangement with Durham's. A subcommittee will look into the line between a budget transfer and a budget amendment, after a member asked where moving money between spending categories should require the stricter process.

A motion to approve the fiscal year 2027 annual work plan failed on a 5-5-1 vote. Members agreed to move the staffing study out of the Q4 amendments and into the 2027 plan, with revised project sheets and financials due before a special meeting on April 22 to take the vote up again. On project updates, Chapel Hill Transit's short-range transit plan entered a second round of public engagement, and Orange County continued talks with the state transportation department on running buses on the shoulder of I-40, with a similar option on I-85 near the Alamance County line also on the table.
