Orange County's transit tax district staff working group released the draft FY 2027 annual work program for public comment on March 27 and adopted a revised development and approval schedule to go with it. The program directs the half-cent transit sales tax voters approved in 2011.

The schedule needed revising because the work program was originally meant to be adopted in May 2025. At its March 18 meeting the group had discussed cutting the customary 30-day public review to two weeks or 21 days; it settled on 21, running April 1 to April 21.

Orange County's transit tax district staff working group voted on releasing the draft FY27 work program with project-sheet financials included. The motion failed 5-5. Members then voted 9-0-1 to release the program for public comment without the financials or a staffing study. They set April 22 to vote on the finished version, with corrected project sheets due first.

Board member Christina Moon flagged errors in Carrboro's project sheets, and the group recommended Carrboro pursue a budget transfer in the first quarter of FY27. Tax District Administration's Steven Schlossberg said his office's numbers did not match what project sponsors submitted and asked to be dropped as the sheets' preparer. Margaret Scully proposed publishing the work program's project descriptions while holding back sheets with financial discrepancies, and the board went that route. Members disagreed over whether a staffing study belonged in the FY27 program at all, and moved it instead to the fourth-quarter budget amendments. The group meets again April 15 in Hillsborough.
