Meeting recap
What happened, drawn from the records published after the meeting. Minutes
Orange County's transit tax district working group voted 10-0-1 on March 18 to delay release of the FY27 annual work program until a March 27 special meeting, after members flagged errors in the projects meant to carry a 2.5 percent across-the-board increase and gaps in the financial model. It left a proposed staffing study in draft, split over whether the study would find money better spent on service given reliability problems on Route 800. The board returned to the plan at the March 27 special meeting, which released it for public comment without the financials or the staffing study, after a motion to add the financials tied 5-5.
The rest of the meeting was routine. The tax district reported a $32.7 million cash balance, with $16 million encumbered for projects still awaiting reimbursement, and warned its half-cent sales tax may fall short of an $11.9 million target. The board declined, 10-1-0, to release third-quarter amendments for lack of funding, then voted 6-3-1 to move the remaining fourth-quarter amendments toward public comment and 8-2-1 to release Orange County's own request to raise its Staff Working Group Administrator position from half-time to 95 percent. A later motion to fold the third-quarter amendments back in failed 2-8-2.
How the votes went
10-0-1 to delay the FY27 annual work program to a March 27 special meeting. 10-1-0 not to release third-quarter amendments for lack of funding. 8-2-1 to release Orange County's Staff Working Group Administrator funding request for public comment. 6-3-1 to move the remaining fourth-quarter amendments to public comment. 2-8-2, failed: folding the third-quarter amendments into that release.
