What's on this agenda

Two hours, an hour of it on five new business items: a rider's guide for the county's public transport, a civil rights public participation plan, an agency safety plan and safety committee, the state transportation improvement programme, and the bicycle and pedestrian plan. Public comment runs five minutes a speaker.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting.

The five items together are most of what a small transit agency has to keep current, and three of them are federally driven.

The Title VI public participation plan is the document that sets out how the agency will involve people the federal civil rights statute protects - which languages it publishes in, how it reaches riders who do not attend evening meetings, and how it shows that service changes do not fall unfairly on one group. The agency safety plan and the safety committee that goes with it are likewise required of transit operators, and the committee is where frontline staff get a formal say in safety targets. The rider's guide and operator's manual are the county's own policy update: what a passenger can expect and what a driver must do.

On the planning side, the state transportation improvement programme is the list that decides which road and transit projects get state money and when, so a county board's comment on it is its main lever over projects it does not fund itself. The bicycle and pedestrian plan is the county's own.

Staff also report on the radio system, which for a transit operation is the communication backbone between dispatch and drivers.
