The two plans were not at the same stage, and that shaped the evening. The trails plan had already gone to the county commissioners in draft, so staff presented that overview to the transportation board. It lays out nine proposed trails and ranks them by priority, built from project goals, community engagement and a visioning process.

The bicycle and pedestrian plan was behind, delayed several weeks while a consultant contract extension went through the state transportation department, which is a major funder. It had also not been circulated back to the transportation board before this meeting, and that board raised several questions and concerns that staff judged better handled outside a joint session. The plan goes back to the transportation board, and after edits and further feedback moves on to the county commissioners.
