What's on this agenda

The Orange Unified Transportation Board's December 15 agenda carries one substantive item, marked for information only: a staff report on what's ahead in 2026. The agenda also moves the board's January meeting to Thursday, January 15. That session will be held jointly with the Parks and Recreation Council and consultants on the bike and pedestrian plan and trails plan.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Staff used the December meeting for a "looking back, looking forward" exercise instead of standard updates. Members named Safe Routes to School, the Orange Grove Road sidewalk, board policies and orientation materials, and SPOT and non-STIP projects as the year's most frequent topics. Mobility on Demand, fare-free transit, the Blue and Orange routes, Highway 70 and multimodal assessments drew the most discussion. Asked what the board had actually influenced, members pointed to orientation materials, non-STIP projects, multimodal assessments, fare-free transit updates and the Blue and Orange routes. Orientation materials made both lists.

For 2026 the board settled on four focus areas: transportation planning, community engagement, transit operations, and administration and strategic planning. Members asked to be brought into processes earlier, and said they want to keep learning how the department works so their advice carries more weight. Staff confirmed the February meeting will go ahead as scheduled, since county offices stay open for Presidents' Day. Members who miss a meeting can watch the recording and send written comments by email.

How the votes went
