    TMTLA Associates wants to rezone 5.61 acres at 418 Jones Dairy Road from Light Industrial and Rural Holding District to Neighborhood Business Conditional District. The Planning Board voted 7-0 on September 10 to recommend approval. Since that vote, the applicant added conditions for four EV charging spaces, a 25-year, 24-hour stormwater standard, and closing hours of 10 p.m. Sunday through Thursday and 11 p.m. Friday and Saturday for commercial and entertainment uses.

    A conditional district rezoning for a Hyundai dealership would rezone 11.16 acres at 10012 Capital Boulevard and 2517, 2601 and 2605 Burlington Mills Road from Highway Business and General Residential to Highway Business Conditional District. The Planning Board voted 7-0 on September 10 to recommend approval and suggested the applicant consider a higher stormwater treatment standard than the current code requires. The applicant has made no changes to the plan since that vote.

    Through August 31, the general fund had collected $4,217,717 of its $86,925,500 revenue budget, 4.85%, and spent $9,905,625 including encumbrances, 16.77% of budget. Staff noted the shortfall is normal this early in the fiscal year: ad valorem taxes, more than half of general fund revenue, are not due until September 1 and mostly arrive by early January. The general fund shows a net loss of $5,687,908 for the month, and the debt service fund a net loss of $467,222.
