What's on this agenda

The Orange Unified Transportation Board took up four items on 21 April 2025: a replacement for the county's 2009 Farmland Protection Plan, an update to its own procedures, progress on the bicycle and pedestrian plan, and a proposal to require multimodal transportation assessments of development applications.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board approved changes to its own policies and procedures unanimously. They add rail as a transportation type, set the board at eleven voting members and two youth delegates, and clarify roles, term limits and accessibility requirements.

A member presented the new five-year Agricultural Viability and Farmland Stewardship Plan, which replaces the 2009 Farmland Protection Plan and lines up with the county's 2050 land use plan. It would raise agriculture in land use planning, look at conservation subdivisions, promote the Land Legacy and voluntary agricultural district programmes with estate planning support, and encourage agritourism and market diversification. Public input showed 75 percent support for farms and agritourism as part of the county's identity, and a preference for protecting agricultural land over sprawl.

The bicycle and pedestrian plan covers unincorporated Orange County and uses crash data and NCDOT equity indexes, with a draft due in summer and the final plan in autumn 2025.

On the multimodal transportation assessment, which would give an independent reading of traffic, pedestrian and cycling effects of new development, members raised how it would apply to by-right development, whether a fee should be charged, and the risk of burdening small projects. Several saw value in the data it would build up for long-range planning.

How the votes went
