Read from the agenda's recorded outcomes. Where the board published minutes, those are the record — this is a pointer to them.
What's on this agenda
Chatham County's commissioners voted on 4 November 2024 to merge the county's water system and its three water districts into the City of Sanford's, and set new water rates and system development fees to take effect 1 March 2025. The county keeps land use control: its own development ordinance governs what gets built.
They also worked through the last open questions on the Unified Development Ordinance before adopting it a fortnight later, and saw the 2026-2032 capital plan.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
All five commissioners attended and every vote carried 5-0. The merger took four separate resolutions, one for the county system and one for each of the Northwest, Southwest and Southeast water districts, each district sitting as its own board and adjourning in turn.
The ordinance session ran through open space density, general use and conditional districts, and affordable housing, with the consultants working from the Planning Board's motions and staff input, plus modelled scenarios on two real sites.
The capital plan pushed two school projects back two years each, the Margaret Pollard expansion and the new elementary school at Chatham Park North Village, because enrollment growth came in under projection.
Human services non-profit funding had been flat for several years in the operating budget, and the board wanted both an increase and a method for setting increases each year.
Public comment ran to the Dollar General rezoning at NC 87 and Castle Rock Farm Road, which was not yet before the board, and to a development at the Lower Haw State Natural Area parking area on the old Bynum Mill grounds that a resident said had gone ahead without enough notice to the Bynum community.
How the votes went
Every vote carried 5-0: the consent agenda, the Operation Green Light for Veterans resolution, the four water merger resolutions, the system development fee ordinance, the water rate amendment, the federal energy efficiency block grant application, and the voting delegate designation.
From the published minutes.
Who spoke
2 members of the public spoke.
- A Bynum resident said a development at the Lower Haw State Natural Area parking area, on the grounds of the old Bynum Mill, had gone ahead without sufficient communication with or input from the Bynum community.
- Residents returned to oppose the Dollar General rezoning proposed at the intersection of NC 87 and Castle Rock Farm Road in Hadley Township.
Nine comments across the two sessions. The subjects were the Dollar General rezoning proposed at NC 87 and Castle Rock Farm Road, and a development at the Lower Haw State Natural Area parking area on the old Bynum Mill grounds that a resident said went ahead without enough notice to the Bynum community.
Read from the records the government published after the meeting. Members of the public are private residents and are not named or indexed.
