What's on this agenda

Chatham County's commissioners adopted the Recode Chatham Unified Development Ordinance on 18 November 2024, ending four years of work. Three weeks later the General Assembly overrode a veto on Senate Bill 382, which removed local downzoning authority, and the ordinance has not taken effect since.

The same evening drew about thirty-five comments, most of them on a Dollar General proposed at NC 87 and Castle Rock Farm Road in Hadley Township. That rezoning hearing was held and referred to the Planning Board. The board also held the hearing on the 2026-2032 capital plan and honored the outgoing chair.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

All five commissioners attended and every vote carried 5-0.

The ordinance passed in two votes, a resolution approving it and an ordinance adopting it, after staff presented the final changes. The Planning Board had recommended it 7-1 on 8 October with a list of concerns attached.

The Dollar General hearing ran long. Supporters said the store fits the county's plans for the area and that residents now drive eight to ten miles in any direction for groceries or household goods. Opponents argued a chain store does not fit a crossroads community as the new ordinance defines one, disputed the claim that the building's design counts as country store architecture, pointed to the county's 1,100 family farms and the full-service groceries seven miles off, and raised store safety, staffing, delivery noise and the animals at a neighboring farm rescue. The hearing closed and the item went to the Planning Board.

The capital plan hearing drew one written comment, asking the board to fund the trail projects the budget department had analyzed for it in August, and noting that relying on competitive grants has left master plans going back to 2008 unbuilt.

Other business: the 2025 schedule of values for the revaluation was approved, and a $2 million subaward to the school system for ventilation improvements to existing gymnasiums out of American Rescue Plan money.

How the votes went

Every vote carried 5-0, including both votes adopting the Unified Development Ordinance, the resolution honoring the outgoing chair, the 2025 schedule of values, and the consent agenda.

From the published minutes.

Who spoke

5 members of the public spoke.

  1. A 64-year-old resident of 28 years asked the board to cap property taxes for homeowners over 55 who have owned their home ten years or more, saying her 2024 bill rose $1,000 on a fixed income.
  2. A Hadley Township resident thanked the planning board and commissioners for four years of work on the development ordinance, and opposed the Dollar General, noting the county's population had gone from 63,000 to 83,000 in the decade she had lived there.
  3. A supporter of the Dollar General said the store complies with the county's plans for the area, and that people there now drive eight to ten miles in any of four directions for groceries or household items.
  4. Opponents argued a chain store does not fit the crossroads community the new ordinance describes, disputed the country store architecture claim, and raised store safety records, staffing levels, delivery noise and effects on a neighboring farm animal rescue.
  5. A written comment on the capital plan asked the board to fund the trail projects the budget department analyzed in August, saying reliance on competitive grants has left master plans going back to 2008 unbuilt.

About thirty-five comments across the two sessions. Most concerned the Dollar General rezoning at NC 87 and Castle Rock Farm Road, with supporters citing the distance residents drive for groceries and opponents arguing a chain store does not belong at a rural crossroads. Others spoke to the development ordinance and to capping property taxes for long-time older homeowners.
