What's on this agenda

Chatham County's commissioners held the first budget hearing for 2025-2026 on 19 May 2025 and drew the largest turnout of the year. Dozens spoke or wrote, on the Haw River State Trail, a part-time arborist, a day program for adults with disabilities, a full-time election coordinator, and master's pay for teachers.

The board also heard a quasi-judicial hearing on a fueling station at the Chatham Downs shopping center, took a waiver request for a pump-and-haul wastewater option at Briar Chapel, appointed five members to the Housing Authority, and adopted resolutions recognizing Juneteenth as an official county holiday and Pride Month.

In the afternoon it received the quarterly American Rescue Plan update, the third-quarter budget update, and a presentation from Chatham Economic Development.

Summarized from the published agenda. Read the agenda itself before acting on it.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

Four commissioners attended, Robertson absent, and every vote carried 4-0.

The budget hearing was the meeting. Speakers for the Haw River State Trail argued the county's segment has waited nineteen years while Alamance County built theirs and now draws three times Chatham's tourism revenue. A land trust asked the board to make recreation exaction fees available for conservation land purchases, pointing to 56 significant natural areas identified in the county's new inventory and to $3 million in state grant requests that score higher with local match. A dozen people wrote to thank the board for the $10,000 in the budget for a part-time arborist and to ask for more. Parents of adults with Down syndrome and other disabilities asked for a day program. The chair of the Board of Elections, a board member and the League of Women Voters asked for the election coordinator. Teachers asked that master's pay be restored for those the state's 2013 cutoff left out. One resident asked the board to abolish property tax in favor of a sales tax.

Separately, residents of Fearrington Village objected to the Sam's car wash proposed across US 15-501, on silt running off the retention pond into creeks that feed Jordan Lake, on traffic, and on the industrial wastewater the development's treatment plant was not built for.

The Chatham Downs fueling station hearing was quasi-judicial, so speakers were sworn. The plan is two underground tanks of 18,000 and 25,000 gallons, pumps running around the clock and a kiosk open 6 a.m. to 10 p.m., brick to match the shopping center, a ten-foot retaining wall on the Lystra Road side, and no new access. Nobody signed up, and the item went to the Planning Board, which recommended it on 3 June.

The Briar Chapel waiver, which would let an industrial user pump and haul wastewater the reclamation system cannot reuse, was held to the next meeting for more information. The road renaming hearing drew nobody and was put on the next agenda.

How the votes went

Every vote carried 4-0 with Commissioner Robertson absent: the consent agenda, the resolutions honoring the Siler City Center for Active Living, heat awareness week, Juneteenth as an official holiday and Pride Month, the Chatham Promise amendment, and the five Housing Authority appointments. The Briar Chapel pump-and-haul waiver was tabled by consensus.

From the published minutes.

Who spoke

10 members of the public spoke.

  1. A Fearrington Village resident and trails coordinator wrote that the car wash's dry pond overflows in heavy storms and sends silt down creeks that feed Jordan Lake, and suggested a low water use business instead.
  2. The president of Friends of Lower Haw River asked for the Haw River State Trail in the budget, noting Alamance County's segment took nineteen years and now draws three times Chatham's tourism revenue.
  3. The Triangle Land Conservancy's land protection director asked the board to make recreation exaction fees available for conservation purchases, citing 56 significant natural areas in the county's new inventory and $3 million in state grant requests that score higher with local match.
  4. A resident asked the board to support repealing property tax in favor of a uniform sales tax, saying owners are being taxed out of their homes.
  5. Several Fearrington Village residents objected to the Sam's car wash across US 15-501, on traffic on a road that gets busier every year, on silt from the retention pond reaching creeks and Jordan Lake, and on the wastewater plant not being built for industrial waste.
  6. About a dozen written comments thanked the board for putting $10,000 in the budget for a part-time arborist, several asking for more, given how fast the county is being cleared for development.
  7. Paddlers, the Carolina Canoe Club and a Haw River outfitter wrote and spoke for county money and staff for the Haw River State Trail.
  8. Parents and advocates asked the county to fund a day program for adults with disabilities, describing what such a program does and what its absence costs families.
  9. The chair of the Board of Elections, a board member, and the League of Women Voters asked the commissioners to fund the requested election coordinator position.
  10. Teachers asked the board to restore master's pay for educators who earned advanced degrees after the state's 2013 cutoff, and thanked it for free breakfast and lunch for all students.

About forty comments were received in person and in writing across the two comment sessions and the budget hearing. The recurring subjects were the Haw River State Trail, the $10,000 for a part-time arborist, a day program for adults with disabilities, a full-time election coordinator, master's pay for teachers, and the Sam's car wash proposed across US 15-501 from Fearrington Village.
