What's on this agenda
Chatham County's Planning Board took two large subdivisions and a wastewater plant rezoning on 2 September 2025. Riverbend Estates at Laurel Ridge is 107 lots on 622.32 acres off Rock Rest Road and Old Graham Road, tabled from August. Harris Ridge is 49 lots on 138.58 acres off NC 42. The rezoning would put a wastewater treatment plant on 21.417 acres inside the Conservancy at Jordan Lake subdivision.
Three items rode on consent: a revision to the Vickers Village compact community phasing schedule, a twelve-month extension of its 183-lot first plat, and a text amendment allowing automobile sales and service in light industrial districts. The board also adopted the ordinance establishing itself and sent the flooding working group's recommendations to the commissioners.

Riverbend Estates was recommended 7-3, with Lyons, Chiosso and Smith opposed. The argument was about a road. Members said the environmental assessment and the easements over Rock Rest Road left real problems, and that three lots in a section not to be built for thirty years could simply be dropped. The chair's answer set the frame for the night: a development that follows the ordinances has to be recommended, and the remedy for what the board dislikes is to change the ordinances. Those voting against had two weeks to file a minority report, and one member said she would.
Harris Ridge was recommended 10-0. The wastewater plant rezoning passed 8-2, with the chair and Chiosso opposed, after a consistency statement on the same 8-2 split finding the site suitable for light industrial and commercial use and partly inside an employment center node of Plan Moncure. Members who voted for it said consolidating sewer beats individual septic; those against questioned adding load to a spray irrigation system and said the two-step approval, with no notice to adjacent landowners the second time round, looked like design rather than accident.
The board adopted the ordinance establishing the Planning Board 10-0 and voted 10-0 to send the flooding working group's recommendations to the commissioners. Those recommendations came out of Tropical Storm Chantal: a survey of residents about damage the county never recorded, use of the state's LIDAR flood resiliency work to see how far the flooding exceeded the regulated floodplain, stand-alone ordinances drawn from the shelved development ordinance, incentives for developers who design stormwater controls for a 100-year storm where state law bars the county from requiring it, emergency preparedness seminars, and money for stormwater review and enforcement.
