What's on this agenda

Fuquay-Varina's commissioners picked the firms to build two parks and heard what the town is spending to treat its sewage. The wastewater figures are the larger story: $69 million to double the Terrible Creek plant and a $44 million share of a $111 million expansion in Harnett County.

No public hearings and no consent agenda. The board also took an update on water restrictions, which the town must follow whenever Raleigh imposes them.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board designated Balfour Beatty as preferred design-build firm for the Hilltop Needmore Town Park project, with Blum Construction next-ranked, and awarded the Fleming Loop Park turf renovation to Edifice Construction. Both passed 5-0.

On wastewater, the public utilities director set out two expansions running at once. Terrible Creek, in the Neuse basin, goes from 3 to 6 million gallons a day at a design and construction cost of $69 million, finishing about February 2027. North Harnett Regional, in the Cape Fear basin, goes from 7.5 to 16.5 million gallons a day for $111,376,000, of which Fuquay-Varina pays $44 million; the town's own capacity there rises from 2.6 to 6 million gallons. Completion is estimated for early 2028. Together the two leave the town with 12 million gallons a day of treatment, split evenly between the basins.

Water supply pulled the other way. Falls Lake is at about 60 percent and falling 2 to 3 percent a week, and Raleigh was seeking authority that same evening to impose Stage II restrictions, which ban all irrigation. The town is contractually bound to mirror Raleigh, and the board has already authorised staff to act when a stage is triggered, so no vote was needed.

The manager reported 694 residential lots created in the 2026 financial year and 5.64 miles of new streets, bringing the town to 188.4 miles. The state budget signed since the last meeting imposes a moratorium on interbasin transfers from the Cape Fear, but exempts certificates applied for before 1 July 2026, so the town's application survives. The DMV office moves to 816 North Main Street.

Four residents spoke. Two thanked the board for the North Lakes parking ordinance passed on 16 June; one raised accessible parking at the Independence Day event and the Hilltop Needmore park plans.

How the votes went

Everything recorded passed unanimously, 5-0. The June 16 minutes were approved on a motion by Commissioner Smith. The Hilltop Needmore consultant selection passed on a motion by Mayor Pro-Tem Gardner seconded by Commissioner Vorren, and the Fleming Loop contract on a motion by Commissioner Vorren seconded by Commissioner Smith. There were no public hearings, no consent items and nothing removed from consent.

From the published minutes.
