What's on this agenda

Parking in the North Lakes subdivision was the night's business. Residents had asked for the restrictions to cover every street in the neighbourhood, and the board wrote the ordinance street by street.

Also on the agenda: a small downtown rezoning, a 76-acre annexation on Wade Nash Road, the annual audit contract, and proclamations for Juneteenth, Parks and Recreation Month and the America 250 anniversary.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The board banned parking, stopping and standing on eleven North Lakes streets, then reopened the question and added a twelfth. Commissioner Adcock's motion listed each street individually for clarity and left out Price Lake Way. Commissioner Smith then argued that restricting the Fuquay-Varina Parkway section would stop drivers looking to Price Lake Way instead, and on the town attorney's advice the board reconsidered its own motion and amended it to add Fuquay-Varina Parkway between Nantahala Lake Way and Old Honeycutt Road. All three motions passed 5-0. The result is ordinance M-26-06.

Fourteen residents spoke. Eight were there about North Lakes parking, seven of them asking that the restrictions apply to every street in the subdivision. Four spoke against the Hilltop Needmore Town Park project carried in the adopted 2027 budget. One asked for more table tennis tables at both community centres and for more than the current two hours a week of playing time; another asked the town to stop cutting trees down over the summer.

A 0.24-acre rezoning at 313 Raleigh Street from Residential Medium Density to Town Center Residential passed unanimously as ordinance N-26-21, with nobody speaking at the hearing and no discussion from the board.

The Wade Nash Road annexation, four parcels totalling about 76.246 acres, was tabled to 18 August at the petitioner's request, and its public hearing continued to that date. The petition has carried the case number ANX-2023-13 since 2023.

The consent agenda — a utility allocation for a convenience store, the 2025-26 audit contract with Cherry Bekaert, and a budget amendment recording a subscription IT accounting change — passed together.

How the votes went

Every recorded vote passed unanimously, 5-0. The North Lakes parking ordinance took three of them: the initial motion by Commissioner Adcock seconded by Commissioner Vorren, a motion by Commissioner Smith seconded by Commissioner Haynes to reconsider it, and an amended motion by Commissioner Adcock seconded by Commissioner Haynes adding Fuquay-Varina Parkway. The 313 Raleigh Street rezoning passed on a motion by Commissioner Adcock, and the Wade Nash Road annexation was tabled on a motion by Commissioner Vorren seconded by Mayor Pro-Tem Gardner.

From the published minutes.
