Every recorded vote passed unanimously, 5-0.

Library Park was the argument of the night, and it ended without a formal vote. One commissioner said an armed services memorial did not fit a park that small and pushed to spend the money at Piney Woods Park instead. The town manager agreed the priorities had shifted: the downtown generational plan has since been adopted, Piney Woods has emerged as the likely downtown central park, and construction at Centennial Square will displace the FM2FV concerts from Centennial Park. The board reached a consensus to replace the Library Park picnic shelter and add tables and seating at low cost, and to redirect the rest toward preparing Piney Woods Park as the new concert venue.

The 220 W Academy Street rezoning drew three speakers in favor and none opposed. The planning director explained that the downtown code is written for highly urban development and imposes facade and structure standards that do not suit the site. The board adopted it as Ordinance N-26-08. It also approved concept 2 for the South Park Community Center, where $44,000 of a $200,000 design allocation has been spent and staff warned the budget will need revising once the scope is set.

The consent agenda passed intact. It accepted $295,662.75 in recreation fees and $199,775 in roadway fees from Arbor Preserve, $82,104.38 in roadway fees from Southland Preserve, and adopted a condemnation ordinance for 138 N West Street under G.S. 160D-1203. The board retired police canine Dash by resolution and proclaimed National Procurement Month.
