Every recorded vote passed unanimously, 5-0.

Nobody spoke at the pre-budget hearing. The town manager said it had been promoted on the town website, on social media and in the weekly resident email, and that the Let's Talk FV platform had been open for comment since January. He said he would compile that feedback for the board, and that the budget presentation in May brings another chance to comment. Residents can also write, call or email in the meantime.

Site Collaborative presented a conceptual plan for Library Park. The board tabled it to March 9 rather than approve it, after discussion that included other non-town park properties considered over the years and rejected. HH Architecture presented design concepts for the South Park Community Center without a vote. The board also met the new assistant planning director and proclaimed National Engineers Week.

The consent agenda passed intact. The board then awarded the waterline extension contract to Parks Construction of North Carolina with a $510,420 project ordinance amendment, adopted as Ordinance N-26-07, with no discussion. A first reading of the 220 W Academy Street zoning map amendment was taken under other business.
