One resident spoke. She asked for a four-way stop at Raleigh Street and South Aiken Street on safety grounds, suggested making one side of North Woodrow Street and Faucette Street no-parking to ease congestion, and raised affordable housing ahead of the board's coming retreat.

The two condemnation resolutions are the substantive utility business. One is a joint resolution instructing town attorneys on property needed for the Sanford conveyance line; the other authorizes condemnation for the Harnett County waterline project. Both passed without dissent.

On parks, the board awarded the Willow Spring Park design contract to Site Collaborative and a $538,350 contract to Berry Building Group for the Banks Road Park baseball field. It also adopted an ordinance formally closing the Hilltop Needmore Town Park community center project, four months before residents filled the chamber to object to what the town proposed for that site instead.

The Rogers Road rezoning covers 11.57 acres and was adopted as Ordinance N-26-03. Two further zoning map amendments came up under other business, on Johnson Pond Road and North Main Street. The board approved the preliminary plat for the Betts Farm Estates subdivision and recognized a police lieutenant and sergeant along with street department staff.
