Staff used the resurfacing award to make a point about procurement: the final price of $1.8 million against an initial estimate of $2.5 million, which they offered as evidence the bidding process works. The board awarded it and authorized the manager to execute.

The two annexation petitions on the consent agenda, one on Lake Wheeler Road and one on Frankie Road, were the procedural first step. Each drew a pair of resolutions directing the clerk to investigate and setting the public hearing. Both came back on December 1 and were adopted as ordinances.

The project ordinance amendment recognizes proceeds from transportation bonds the town recently sold, moving them into street capital projects. The board also took contracts for wastewater treatment chemicals, recognized insurance proceeds for the police department and a $500 donation from a retailer's foundation, and took a first reading of the Purfoy Road zoning map amendment. That case never reached a decision: it was tabled in December and again in February, and the petitioner withdrew it.

The meeting opened with a proclamation and video marking the fire department's hundredth anniversary, and a Small Business Saturday proclamation. Every vote was 5-0.
