On crape myrtle bark scale, staff said the invasive pest isn't harming the trees but releases a sticky honeydew residue nearby; insecticide would also kill beneficial insects, so the board took no action and will keep discussing options in October. Staff also updated the board on recovery from recent flooding and the reopening of parks and greenways. The meeting ran from 9:00 a.m. to 11:15 a.m.
